Liu Haiquan, male and of Han ethnicity, was born in Zhucheng, Shandong Province in October, 1964. He started his career in July 1987 and joined the Communist Party of China in November 1994. He obtained a doctoral degree in economics from the Department of Industrial Economics, Renmin University of China.

He worked successively as Deputy Director of the Comprehensive Division, Deputy Director of the Regulation and Policy Division and Director of the Analysis and Forecast Division of the Comprehensive Department of the State Economic and Trade Commission, Director of the Comprehensive Division of the Bureau of Performance Evaluation of the State-owned Assets Supervision and Administration Commission (SASAC), and Director of the Operation Monitoring Division of the Department of Planning and Finance of the Ministry of Commerce (MOFCOM). He was appointed Deputy Director-General of the Department of Planning and Finance of MOFCOM in May 2004 and Deputy Director-General of the Comprehensive Department of MOFCOM in May 2006. He was promoted to Director-General of the Comprehensive Department in October 2008 (He served as member of the Standing Committee of Ningbo Municipal CPC Committee and Vice Mayor of Ningbo from June 2011 to September 2012). He was appointed Assistant Minister and member of the CPC Leadership Group of MOFCOM in June, 2015.
